Our key responsibilities:

• organizing and improving medical expert review and rehabilitation services;
• communicating the target development of the medical expert review and rehabilitation sector to the regional health care departments, the health care panel of Minsk City Executive Committee and health care organizations subordinate to the Ministry in compliance with the legislation of Belarus;
• analysing, assessing and supervising the medical expert review and rehabilitation services at health care organizations.

In line with our responsibilities, we perform the following functions:

• determining the general areas of activity of the MOH Department of Organization of Medical Care;
• preparing long-term, ongoing and target programmes and developing activities on their implementation;
• developing modules of programmes, draft projects, draft legislation and other documents;
• analysing the status and dynamics of temporary incapacity to work, disability rates and medical rehabilitation, supervising the development and implementation of measures to reduce the rates of disease leading to temporary incapacity or disability by the regional health care departments, the health care panel of Minsk City Executive Committee and health care organizations under the Ministry;
• working on improving the quality of medical expert review and rehabilitation services provided to the public;
• technical coordination and supervision of the medical expert review and rehabilitation activities of other republican administrative bodies having a medical expert review and medical rehabilitation service, regional health care departments, the health care panel of Minsk City Executive Committee and health care organization subordinate to the Ministry;
• overseeing implementation of the resolutions of the MOH Republican Interdepartmental Council on Disability Issues, of the health care activities within the State Programme on the Prevention of Disability and Rehabilitation for People with Disabilities and the Interstate Integrated Programme for the Rehabilitation of War Veterans, Veterans of Local Armed Conflicts and Victims of Terrorism;
• supervising the activities of the relevant health care organizations subordinate to the Ministry, coordinating the work of the MOH Research Institute for Medical and Social Expert Review and Rehabilitation;
• studying the application practices of legislative and other regulatory acts on medical expert review and rehabilitation, organizing and engaging in the systematization of regulatory and other documents in the field;
• managing the development of clinical protocols of medical rehabilitation, developing standards for the personnel of the state health care organizations subordinate to the Ministry;
• supervising the implementation of academic principles, medical expert review methods and new rehabilitation technologies by relevant organizations;
• submitting proposals on and participating in new conferences, seminars and meetings;
• representing the Ministry before state administration bodies and other organizations on the issues concerning medical expert review and rehabilitation and other issues within our competence;
• corresponding with state administration bodies and other organizations, reviewing appeals from legal entities and individuals on medical expert review and rehabilitation and other issues falling within our jurisdiction and holding personal appointments during the visiting hours set by the MOH management.
