The main responsibilities of the Office are the following:

  • coordination of the healthcare institutions activities, regardless of their departmental affiliation and forms of ownership, medical and pharmaceutical professionals practicing independently, as well as other institutions, regardless of their departmental affiliation and forms of ownership in the field:
    • licensing of medical activities (by type of work and services);
    • licensing of pharmaceutical activities (by type of work and services);
    • licensing of the activities related to the circulation of narcotic drugs, psychotropic substances and their precursors (by type of work and services);
  • verification and (or) examination of the applicants’ compliance to get a license for medical activities and (or) pharmaceutical activities and (or) activities related to the circulation of narcotic drugs, psychotropic substances and their precursors (hereinafter - licenses), licensing requirements and conditions established by the legislation;
  • organization and control over compliance by licensees carrying out medical activities, licensing requirements and conditions established by the legislation;
  • development of draft legal acts regulating medical and pharmaceutical activities licensing , activities related to the circulation of narcotic drugs, psychotropic substances and their precursors, as well as other issues within the competence of the Office.

In accordance with the assigned tasks the Office performs the following functions:

  • develops draft laws of the Republic of Belarus, Decrees and Orders of the President of the Republic of Belarus, resolutions of the Council of Ministers of the Republic of Belarus, orders and resolutions of the Ministry on licensing of medical and pharmaceutical activities, activities related to the circulation of narcotic drugs, psychotropic substances and their precursors;
  • accepts applications with the required attached documents from license applicants to obtain licenses;
  • forms cases separately for each license applicant and each type of licensed activity;
  • accepts applications from licensees with the required attached documents to extend validity of the license, make amendments and (or) additions to licenses, obtain duplicates or copies of licenses;
  • conducts inspections and (or) expert examinations of the license applicants' compliance with the licensing requirements and conditions established by the legislation;
  • prepares draft decisions of the College of the Ministry on the license issuing, refusal to issuing, making amendments and (or additions), extending their validity and cancellation: draft decisions of the Ministry on suspension, renewal and termination of licenses: draft instructions of the Ministry on elimination of the identified violations by a licensee;
  • carries out activities on registration of license forms (their duplicates and copies);
  • issues licenses to applicants for licenses and licensees, as well as their copies and duplicates;
  • forms and maintains registers of licenses for the types of activities licensed by the Ministry;
  • provides within its competence and upon written request the information (documents) on issued and canceled licenses, as well as on licenses, the validity period of which has been suspended, renewed, extended, or terminated to the interested state bodies and institutions;
  • provides methodological assistance to healthcare institutions, regardless of their departmental affiliation and ownership, medical and pharmaceutical professionals. practicing independently, as well as other institutions, regardless of their departmental affiliation and forms of ownership, on licensing of medical and pharmaceutical activities, activities related to the circulation of narcotic drugs, psychotropic substances and their precursors;
  • conducts routine inspections of compliance with licensing requirements and conditions by licensees;
  • conducts inspections of licensees in case of reports from state bodies of supervision and control, republican bodies of state administration, local executive and administrative bodies, legal and physical persons about violations of license requirements and conditions by the licensee;
  • based on the inspection of the licensees, carrying out pharmaceutical activities and (or) activities connected with the circulation of narcotic drugs, psychotropic substances and their precursors, carried out by the Office of Pharmaceutical Inspection and organization of drug provision of the Ministry, makes proposals on the issuance of instructions on the elimination of violations revealed by the inspection on the suspension of licenses for pharmaceutical activities and (or) activities related to the circulation of narcotic drugs, psychotropic substances and their precursors, the possibility of the license validity period extension or cancellation;
  • takes part in the organization of conferences, seminars, round tables and meetings hold by the Ministry of Health on issues within the competence of the Office;
  • receives citizens and legal entities on issues related to the activities of the Office;
  • examines letters and appeals of citizens and legal entities within the competence of the Office.
