Leads the Ministry of Health of the Republic of Belarus since January 26, 2024.

The Minister of Health delivers the public policy and regulates the health sector. Their duties include:

• enforcing the constitutional provisions, upholding the rights and interests of individuals and legal entities and supporting state-to-state cooperation on health issues;

• managing cooperation with the National Assembly, the Presidential Administration and the Council of Ministers of the Republic of Belarus, the State Control Committee, as well as law enforcement agencies and other republican bodies of state administration;

• supervising the central bodies of the Ministry of Health, subordinate public bodies and other organizations that entered contracts with the Ministry;

• enforcing the health law and conducting general oversight of subordinate bodies, their establishment and dissolution;

• exercising control over:

• Main department of organizational and personnel work,

• Management methodology, organization of accounting and reporting,

• Department of external relations,

• Legal department,

• Assistant Minister,

• Press secretary.

Bears personal responsibility for the implementation of the tasks and functions assigned to the ministry, in part, drug provision, on licensing of medical activities, pharmaceutical, other types of activities, licenses for which are issued by the ministry, implementation of a unified economic policy in health care, implementation of indicators of the socio-economic development of the Republic of Belarus exercising control over:

• management of drug supply organization;

• the licensing department;

• Department of Economic Analysis and Health Development.

The Deputy Minister of Health:

• manages the ministerial tender committee on the procurement of medical equipment and supplies and oversees the construction, renovation and improvement of facilities;

• supervises the use of medical equipment by public bodies subordinate to the Ministry of Health;

• coordinates the licenses issued by the Ministry in the sphere of medicine, pharmaceutics (relating to the sale of medicinal products and their production and sale at pharmacies), etc.;

• regulates the pricing of chargeable services;

• supervises the development and integration of information technologies at the ministerial bodies;

• Department of Medical Equipment Procurement and Sale Regulation and Health Care Facility Renovation;

• Board of Business Activities, Pricing and State Property;

• Senior Officer on Occupational Safety of the Department of Health Protection in Emergencies.

Основные функции:

• организует подготовку структурными подразделениями министерства аналитических, справочных и иных материалов (в том числе проекты докладов и выступлений) для мероприятий с участием министра;
• обеспечивает своевременное представление министру корреспонденции, проектов документов, поручений и иных материалов, по которым требуется решение министра; докладывает министру оперативную информацию;
• участвует в организации выполнения мероприятий по подготовке и проведению созываемых министром совещаний;
• участвует в подготовке и проведении заседаний коллегии министерства;
• контролирует исполнение поручений министра, а также отдельных приказов и распоряжений министра;
• контролирует соблюдение работниками министерства установленного служебного регламента и норм профессиональной этики;
• осуществляет иные полномочия, возлагаемые по поручению министра.

The Press Secretary of the Ministry of Health manages media relations.

Their key activities are:

• supporting the cooperation between the Ministry and domestic and foreign mass media;
• informing mass media of the activities of the Minister and the Ministry of Health, as well as on the health sector in general;
• arranging press conferences and briefings with the Minister, Deputy Ministers and health care officers;
• participating in the preparation of drafts of the Minister's speeches;
• distributing statements, reports, press releases and other information in mass media;
• coordinating the press service of subordinate bodies;
• managing the official portal of the Ministry of Health and websites of subordinate bodies, including posting press releases, photos and videos;
• overseeing the work of the Directorate of the Construction Company under the Ministry of Health of the Republic of Belarus;
• developing and delivering information campaigns;
• collecting and analysing current domestic and foreign mass media publications on health care.
