Main objectives:

• coordination of the work of health care institutions irrespective of their departmental affiliation and types of ownership, medical and pharmaceutical professionals of the private sector as well as other institutions irrespective of their departmental affiliation and types of ownership:

• licensing of medical activity (by types of work and services);

• licensing of pharmaceutical activity (by types of work and services);

• licensing of activity related to drugs, psychotropic agents and their precursors circulation (by types of work and services).

• testing and (or) expert examination on conformity on potentialities of competitors for medical and (or) pharmaceutical activity and (or) activity related to drugs, psychotropic agents and their precursors circulation (hereinafter - licenses) with licensing requirements and terms stipulated by the legislation;

• organization and control over the observance of license requirements and terms, stipulated by the legislation, by licensees of medical activity;

• elaboration of the draft normative legislative acts, regulating licensing of medical and pharmaceutical activity, as well as activity related to drugs, psychotropic agents and their precursors circulation and other issues (matters) within competence of the Board.

In accordance with the set  tasks the Board  performs the following functions:

• elaborates the draft Laws of the Republic of Belarus, Decrees and Instrustions of the President of the Republic of Belarus, Resolutions of the Council of Ministers of the Republic of Belarus, Orders and Resolutions of the Ministry as regards licensing of medical and pharmaceutical activity as well as activity related to drugs, psychotropic agents and their precursors circulation;

• accepts applications and the package of the necessary documents on licensing from the competitors for licensing;

• makes up a file for each of competitors on licensing and per each type of license activity;

• accepts applications and the package of the necessary documents for prolongation of the term of license, alterations and (or) additions of licenses, as well as for obtaining of duplicates or copies of licenses;

• tests and (or) carries out expert examination on the conformity on potentialities of competitors to  licensing  with license requirements and terms stipulated by the legislation;

• prepares  the draft decisions on the collegiums of the Ministry  as regards issuing licenses, their alterations and (or) additions, prolongation of the term of licenses and  their revocation; prepares the draft decisions of the Ministry as regards, suspension, renewal and termination of licenses; the draft instructions of the Ministry as regards elimination of identified violations by a licensee;

• performs works on filling forms of licenses (their duplicates and copies);

• issues licenses as well as their duplicates and copies to licensees;

• makes up and registers licenses as regards types of activities, licensed by the Ministry;

• presents documents concerning issued, annulled, suspended, renewed and (or) prolonged or  terminated licenses at the written request of the interested governmental authorities and institutions within their competence;

• renders methodical assistance to health care institutions irrespective of their departmental affiliation and types of ownership, medical and pharmaceutical professionals of the private sector as well as to other institutions irrespective of their departmental affiliation and types of ownership as regards licensing of medical and pharmaceutical activity, related to drugs, psychotropic agents and their precursors circulation;

• carries out the scheduled inspections of the observance of license requirements and terms by licensees of medical activity;

• carries out test audits  on the elimination of earlier defined violations of license requirements and terms by licensees of medical activity;

• carries out audits of licensees of medical activity in case if governmental supervisory and control bodies, republican governmental authorities, local executive and administrative bodies, legal entities and individuals informed about the violation of license requirements and terms by a licensee;

• based on materials obtained after audits of licensees of pharmaceutical activity related to drugs, psychotropic agents and their precursors circulation, performed by the Board of Pharmaceutical Inspection and Organization of Medicines Provision of the Ministry of Health, makes proposals as regards giving instructions on the elimination of violations by licensees identified during the audit, suspension of licenses for pharmaceutical  activity or activity related to drugs, psychotropic agents and their precursors circulation, as well as the possibility to prolong the term of the issued licenses or annul them;

• participates in the organization and conducting conferences, seminars, round-tables and meetings of the Ministry of Health as regards matters falling within the competence of the Board;

• receives citizens and legal entities on matters related to the activity of the Board;

• examines within the competence of the Board letters and applications of the citizens as well as legal entities.
