The Ministry of Health of the Republic of Belarus is a republican body of the state administration and is subordinated to the Council of Ministers of the Republic of Belarus
In its activity the Ministry of Health follows the Law of the Republic of Belarus “On Public Health”, other acts of legislation and the Regulations on the Ministry of Health of the Republic of Belarus.
The main aims of the Ministry of Health are as follows:
implementation of a state policy in the field of public health;
provision of medical care in the republic, provision of the state-guaranteed free medical care at the state health care institutions;
preventive activities, formation of healthy lifestyle, public health education;
provision of favourable sanitary-and-epidemiological conditions for the population;
continuous improvement of the quality of medical care as well as the increase of its efficacy.
The Ministry of Health fulfils its activity in cooperation with Ministries and other republican sate authorities, Soviets of Deputies, local executive and administrative authorities, international organizations and other legal entities.
The Ministry of Health governs the public health through Regional Health Care Boards and through the Health Care Board of the Minsk Municipal Executive Committee as well as through instructions for legal entities, subordinated to the Ministry of Health.
The system of the Ministry of Health includes health care authorities of the Executive Committees, treatment, prophylactic and sanitation health care institutions, which are within their jurisdiction, medical research institutes, higher and specialized secondary medical institutions and other subordinated legal entities.
The Ministry of Health is headed by the Minister who is designated to the post and relieved of the post by the President of the Republic of Belarus. The Minister of Health has Deputy Ministers who are designated to the post and relieved of the post in accordance with the legislation.
In the prescribed manner within its terms of reference the Ministry of Health issues instructions, statements, statues, regulations, approved by resolutions and orders.
The Collegium consisting of the Minister (the Chairman of the Collegium), its Deputy Ministers (according to the post) and other administrative staff, is organized at the Ministry of Health.
Urgent questions of the activity of the Ministry of Health are under consideration of the Collegium. As a rule, the resolutions of the Collegium are realized through the Orders or Regulations of the Minister.
