STAGED IMPLEMENTATION OF PERSONALIZED RECORD-KEEPING OF HEALTHCARE PERSONNEL IN THE REPUBLIC OF BELARUS

Concept of the departmental informatization program of the Ministry of Health of the Republic of Belarus from 2016 to 2020 provides development of the personalized information analysis system of accounting of healthcare personnel and pharmaceutical personnel of the Republic of Belarus into a a full-scale system of forecasting, planning and accounting of healthcare personnel and pharmaceutical personnel of all the healthcare organizations, including private ones.

Within the framework of "E-healthcare" subprogramme of the national programme for an accelerated development of services in the field of information and communication technologies for 2011 – 2015 approved by decision of the Council of Ministers of the Republic of Belarus, dated 28.03.2011 under No. 384, the Republican Scientific and Practical Centre for Medical Technologies, Informatization, Administration and Economics of Healthcare (RSPC MT) together with the "Informatsionnye Systemy" LLC (Brest) and State Enterprise Research Institute for Technical Protection of Information (Minsk) have developed Republican Information Analysis System of accounting of healthcare personnel and pharmaceutical personnel of the Republic of Belarus (hereinafter referred to as RIAS "Kadry").

Implementation of RIAS "Kadry" will allow to solve the following tasks:

- maintenance of a single Electronic national database of healthcare personnel and pharmaceutical personnel of the Republic of Belarus;
- automation of the process of creation and maintenance of the structure, staffing chart of the healthcare organizations, personal employee data, their appointments, experience and etc., as well as transfer and storage of  healthcare facilities employee data onto a dedicated Web-server located in the RSPC MT;
- formation of state statistical reporting, statistical time-sensitive and current information on healthcare and pharmaceutical personnel of the Republic of Belarus;
- support of forecasting of demand for healthcare and pharmaceutical personnel, planning of enrolment to medical educational institutions;
- search and selection of information upon user request for a comprehensive analysis.

Currently RIAS "Kadry" is being implemented on the basis of the healthcare organizations of Brest Department of Healthcare and Mogilev Department of Healthcare.

Each healthcare organization adds information on staff composition in view of its administrative division. The central coordinating body automatically receives personal information on each employee of its  reporting entities and resulting reporting data, both consolidated reporting, and separate for every particular organization in ONLINE mode.

As a result, information on healthcare personnel will be sent from the personnel accounting system of the regional healthcare centres to the Ministry of Health of the Republic of Belarus.

RIAS "Kadry" provides protection of the information being sent from unauthorized access; the transmitted information is protected cryptographically. Persons introducing the information can be identified.

RIAS "Kadry" is scheduled to be implemented in the regions in 2016, thus allowing enhancement of quality and reliability of personnel record keeping. RIAS "Kadry" will allow switching from accounting to analysis of the staff and bringing personnel record keeping in line with the legislation.

QUALIFICATION GRADES

For the purpose of effective implementation of the regulations of the decree of the President of the Republic of Belarus dated 26.11.2015 under No.475 "On amendments and additions to decrees of the President of the Republic of Belarus" and minimize the consequences for participants of the paid medical services market after its coming into effect, the Ministry of Health of the Republic of Belarus (hereinafter referred to as "the Ministry") conducted a number of organizational activities:

- in accordance with the established procedure amendments and modifications were introduced into the decision of the Ministry of Health of the Republic of Belarus dated 22.12.2008 under No. 232 «About approval of Policy and Procedure of conferment (deskilling, deprivation) of qualification grades to healthcare professionals (pharmaceutical personnel)» as related to simplification by the Ministry of the approval procedure of the first qualification grade out-of-sequence conferment;
- terms for consideration of credentials were decreased to 1-5 days;
- an individual approach to consideration of credentials and issuance of permits for out-of-sequence  qualification grade conferment is provided;
- operation of sub-commissions of the Republican Qualification Commission was arranged on the basis of three medical Universities of the Republic to conduct qualification examination of those specialists with  secondary medical professional education, specialists with secondary pharmaceutical professional education working for organizations of private form of ownership applying for the first qualification grade;
- additional advanced training for physicians and specialists with secondary medical professional education, specialists with secondary pharmaceutical professional education were established in the post-graduate training  institutions; quantity of members of the audience was increased;
- two additional computer labs were opened in the State Educational Institution "Belarusian Medical Academy of post-graduate training" to provide training to testing of the healthcare professionals. Dual shift work of specialists of the Certification Department was initiated;
- schedule of meetings of the committees on conferment of the qualification grades was changed to increase the frequency of meetings;
- a telephone hotline was implemented;
- for the purpose of prevention of corruption risks web-cameras were installed in the computer labs.

At the same time, vacant positions are offered in the state healthcare organizations for employment of the healthcare professionals fired from the non-governmental healthcare organizations.

For the January-March period 1255 requests for approval for early out-of-sequence first qualification grade conferment have been submitted to the Ministry of Health of the Republic of Belarus. 1215 requests were granted.
