Training of foreign citizens at medical specialized secondary institutions of the Republic of Belarus


List of specialities:

2-79 01 31 “Nursing” (qualification – nurse)

2-79 01 01 “General medicine” (qualification – doctor's assistant-obstetrician)

2-79 01 35 “Medical rehabilitation” (qualification – instructor in therapeutic physical training, nurse-masseuse)

2-79 01 33 “Prosthetic dentistry” (qualification - dental technician)

2-79 01 04 “Medical diagnostics” (qualification – doctor's assistant and laboratory assistant)

2-79 01 03 “Medical prophylaxis” (qualification – doctor's assistant-hygienist, epidemiologist)

The duration of the course in all specialities is 2 years and 10 months. The full-time training is provided in Russian on a paid basis. The estimated cost of training is 700-2000 USD per academic year.

Students are provided with a hostel (the cost ranges from 0.81-4.0 USD).

Graduates from the college receive an International Diploma.
 

QUALIFICATION CHARACTERISTICS IN SPECIALITIES
 

1. Nurse

A nurse takes care of patients at health care institutions and at home, renders pre-doctor medical care, conducts health education for the population, samples materials for laboratory tests, performs simple analyses, sterilization of instruments and dressing materials, as well as articles of nursing.

A nurse is responsible for the use of medicines at the department, for proper following a doctor’s prescriptions, registration, storage, use of medicines and ethyl alcohol.

A nurse should know normative legal acts and other guidelines of higher authorities as regards health; the role and tasks of a nurse during the treatment and diagnosis course, diseases prevention, popularization of healthy life style; the organizational structure of health care institutions; fundamentals of the labour legislation, rules and regulations on the protection of labour and fire safety.

2. Dental Technician

A dental technician makes dentures, orthodontic and maxillofacial constructions without any assistance; makes different types of false coronas, simple constructions of pivot crowns, different constructions of dental bridges, removable laminar dental prostheses, orthodontic and maxillofacial constructions.

A dental technician should know normative legal acts and other guidelines of higher authorities as regards health; fundamentals of stomatologic care; organization of dental laboratory; main materials, used in the dental technique; technology for producing dental maxillofacial constructions and orthodontic devices; application of porcelain and cermet for dental technique; fundamentals of the labour legislation, rules and regulations on the protection of labour and fire safety.

3. Doctor's Assistant-Obstetrician

A doctor’ assistant provides treatment, preventive and sanitary care as well as first aid at acute diseases and accidents, performs laboratory tests, diagnoses and treats common diseases, prescribes medicines, masters up-to-date methods for therapy and prevention; provides pre-doctor first aid, assists to the doctor during surgical and complicated procedures, easy childbirth; performs everyday sanitary inspections; carries out antiepidemic activities, health education for the population, including hygienic one, and popularizes healthy life style.

A doctor’s assistant should know normative legal acts and other guidelines of higher authorities as regards public health, organizational structure, basic aspects of treatment-sanitary health care institutions as well as preventive ones; health indicators of the population in service, rules of operation and storage of medical instruments; fundamentals of the labour legislation; rules and regulations on the protection of labour and fire safety.

An obstetrician diagnoses the term of pregnancy and assists at normal childbirths; provides pre-doctor medical care to pregnant women and gynecologic patients; performs clinical examinations and nursing of the pregnant; provides emergency obstetric and gynecologic medical care, as well as pre-doctor first aid to newborns; takes care of the children under 1 year of age and their development; assists at simple obstetric and gynecologic operations.

An obstetrician should know normative legal acts on public health, fundamentals of a woman’s hygiene during pregnancy and after it, the mechanism of normal childbirths and their variants; principles of complications management during pregnancy, main methods of the prevention and control of complications; rules of asepsis and antisepsis, sanitary and antiepidemic procedure of obstetrical health care institutions; principles of diseases prevention, problems of contraception and fundamentals of healthy life style.

4. Instructor in Therapeutic Physical Training

An instructor in therapeutic physical training makes ready a room, gymnastics items and apparatus for therapeutic physical training; checks the health state of patients before and after training, conducts training of patients in swimming pool and with the help of mechanotherapeutic apparatus; performs some types of medical massage according to a doctor’s prescription, compiles schemes of therapeutic exercises and complexes of physical exercises in accordance with the up-to-date scientific standard, keeps all documentation on registration and reports.

An instructor in therapeutic physical training should know normative legal acts on public health; fundamentals of physiology and pathophysiology of an organism; methods on conducting therapeutic physical training for patients with different diseases; indications and contra-indications for therapeutic physical training; essential principles of therapeutic message; rules of personal hygiene, sanitary and hygienic norms for conducting trainings; fundamentals of the labour legislation; rules and regulations on the protection of labour and fire safety.

5. Nurse-masseuse

A nurse-masseuse performs appropriate types of massage during treatment and rehabilitation of patients; takes care of the state of health of patients, health changes resulting from massage; checks a proper following doctor’s prescriptions; carries out health education.

A nurse-masseuse should know normative legal acts and other guidelines of higher authorities as regards health; the role and tasks of a nurse on massage during the prevention and treatment course, as well as popularization of healthy life style; documents, instructions, basic principles on the manipulation technique, on nursing of patients, on first medical aid; the effect of all types of massage on a human organism, indications and contra-indications for giving patients a massage; basic principles of a patient’s complex treatment, interrelation between massage, therapeutic physical training and physiotherapy procedures; fundamentals of the labour legislation, rules and regulations on the protection of labour and fire safety.

6. Doctor's Assistant-Hygienist, Epidemiologist

A doctor's assistant-hygienist, epidemiologist exercises control of the fulfillment of hygienic and antiepidemic measures, of the observance of active norms and rules, hygienic normatives by enterprises, institutions and other legal entities in accordance with the sanitary legislation in force; ensures the registration and statistical data manipulation as regards communicable and noncommunicable diseases, participates in preventive vaccination scheduling and its control, inspects sanitary objects under surveillance and epidemic foci with sampling for laboratory tests.

A doctor's assistant-hygienist, epidemiologist should know normative legal acts and other guidelines of higher authorities as regards health and sanitary legislation; basic normative-technical documents on sanitary-hygienic and antiepidemic problems; methods of control of the observance of active sanitary rules, norms and hygienic normatives; basic organizational and administrative documents, regulating the work of the sanitary-epidemiologic institution and its subunits; fundamentals of the labour legislation, rules and regulations on the protection of labour and fire safety.

7. Doctor's Assistant-Laboratory Assistant

A doctor's assistant-laboratory assistant performs chemical macro-micro tests of blood biological materials, gastric contents, cerebrospinal fluid and exudative fluids, as well as secrets and helminthes; carries out helminthoscopic investigation, applies methods on the investigation of hemorrhagic syndrome, masters the technique of bacteriologic serologic investigations.

A doctor's assistant-laboratory assistant should know fundamentals of normative legal acts and other guidelines of higher authorities as regards health; methods of biological materials sampling, morphology of ova and parasites of the main types of helminthes, blood elements in the course of all stages of the development beginning from hemoblasts to mature forms, parasites of blood, main cellular elements of leucocytes, microorganisms, gonococci, Treponema pallidum, Streptobaccilus, Trichomonas; operating conditions as regards infectious agents in his/her specification and quarantine diseases; methods on the preparation of reagents and solutions for tests, rules on disinfection of the used materials; labware and its operating rules; fundamentals of the labour legislation, rules and regulations on the protection of labour and fire safety.

Foreign citizens can be admitted to studies in the Republic of Belarus in accordance with Resolution ¹ 442 of 07.07.1993 (new edition: ¹ 2010 of 23.12.2008) “On Education of Foreign Citizens in the Republic of Belarus”, issued by the Council of Ministers, and with “Rules of Admission to Specialized Secondary Educational Institutions” approved by the Decree of the President of the Republic of Belarus ¹ 80 of 07.02.2006 (new edition: ¹ 243 of 12.05.2009).

In accordance with the aforementioned normative documents as well as with international agreements of the Republic of Belarus, including departmental ones, oversees students are admitted to studies after the approval of the Ministry of Health.

The following papers (in Russian) should be submitted by the foreign citizens (or their representatives) to the Examining Board:

- application for admission to studies indicating a speciality;

- certificate (document) on education indicating subjects studied and examination marks for each of them;

- medical certificate, confirming the ability to live under climate conditions of the Republic of Belarus and to study a selected speciality at the medical educational institution as well as certificate indicating the absence of HIV-infection, issued by the official health care institution of the candidate’s country;

- medical certificate, issued by the territorial health care institution of the Republic of Belarus, confirming the absence of contra-indications to studies in the Republic of Belarus (if there are some inconsistencies in the results of medical certificate issued by the candidate’s country, a candidate must leave a country);

- duly certified copy of birth certificate;

- 6 photos (size 4x6) (matt, non-glossy);

- passport or its equivalent ;

- visa and agreement on the compulsory medical insurance legalized according to the legislation of the Republic of Belarus.

All the aforementioned papers should be submitted as originals and copies.

Admission of foreign citizens, residing in the Republic of Belarus on legal grounds and having an appropriate previous education, is paid according to the agreement with the foreign citizens or their representatives. In addition to statutory conditions the agreement provides for liability of the parties to pay for expenses in case of need to expel a foreign citizen from the Republic of Belarus.

On the basis of a college graduates from the secondary medical institutions can improve their qualification and get additional speciality training.
