Bilateral Cooperation with Foreign Countries

 Much attention is paid to the development of bilateral cooperation with the near and far-abroad countries. An active work on the extension of the normative and legal base of bilateral cooperation with the foreign countries is carried out. Bilateral agreements have been signed with Azerbaijan, Armenia, Vietnam, Kazakhstan, China, Cuba, Lithuania, Latvia, Moldova, Russia, Syria, Tajikistan, Turkey, Turkmenistan, Ukraine and the Czech Republic. 
 
Cooperation within the Framework of the Commonwealth of Independent States (CIS)

  
Relations with the CIS member states are carried out within the framework of the Board on Cooperation in the sphere of public health of the Commonwealth of Independent States (hereinafter – Board) established in 1992 in accordance with Article 8 of the Agreement on Cooperation in the field of the population health protection of June 26, 1992.
The Minister of Health of the Republic of Belarus and the Deputy Minister – Chief State Sanitarian of the Republic of Belarus are members of the Council on Health Cooperation.
Eighteen sessions of the CIS Council on Health Cooperation have been held so far and more than 200 documents pertaining to public health and ensuring the sanitary and epidemiological well-being of the population have been adopted. Within the whole period of its work the Council made a positive impact on the development and strengthening of cooperation between the CIS member states in the field of health protection and ensuring the sanitary and epidemiological well-being of the population. Normative and legal documents, elaborated and recommended for practical work by the CIS Council enabled, to a considerable extent, to minimize expenditures of the Ministries of the CIS member states for elaboration of the analogous documents aimed at the creation and development of the normative base for the national health care. 
 
Cooperation within the Eurasian Economic Community (EAEC or EurAsEC)

  
Cooperation with the EAEC member states is carried out within the framework of the Council on Health Cooperation under the Integration Committee (hereinafter – the Council), which was established in December 2005.
The Minister of Health of the Republic of Belarus and the Deputy Minister – Chief State Sanitarian of the Republic of Belarus are members of the EAEC Council.
Priority activities of the EAEC Council are as follows:
- cooperation in the field on infectious diseases control (avian flu, HIV/AIDS, tuberculosis, malaria);
- cooperation in the field of rendering high-tech medical care to citizens from the EAEC member states as well as conducting consultations on relevant medical issues;
- cooperation in the field of rendering medical care to working migrants;
- cooperation in the field of the provision of the population from the EAEC with medicines, medical equipment and products;
- cooperation in the field of personnel training, improvement of qualification and acknowledgement of state diplomas, exchange of researchers and health professionals;
- cooperation in the field of the medical service organization and rehabilitation of disabled individuals;
- cooperation in the field of the development of public health telecommunication and information technologies.
Eight Working Groups (WG) of the EAEC Council (7 WG are pertaining to the above mentioned issues and one WG deals with the Revision of the Initiative Proposal as regards the Development of the Draft Interstate Target Programme Health of the People of EAEC) have been established. The Belarusian side is responsible for the work of the Working Groups regarding the Cooperation in the field of the provision of the population from the EAEC with medicines, medical equipment and products and the Working Group on the Revision of the Initiative Proposal as regards the Development of the Draft Interstate Target Programme Health of the People of EAEC .
On April 16, 2010 the Eighth Session of the Council on Health Cooperation under the Integration Committee of EAEC was held.
