On Rendering Medical Care to Foreign Citizens

Law of the Republic of Belarus of June 18, 1993 “On Health Care”

Article 5. The right of foreign citizens and stateless persons to affordable medical care

Foreign citizens and stateless persons permanently residing in the Republic of Belarus have the same right to affordable medical care as citizens of the Republic of Belarus, unless otherwise determined by  legislative acts of the Republic of Belarus and international treaties of the Republic of Belarus.

Foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus have the right to affordable medical care at the expense of personal funds, legal entities and other sources not prohibited by laws of the Republic of Belarus, unless otherwise stipulated by legislative acts of the Republic of Belarus and international treaties of the Republic of Belarus.

In particular,

The Agreement on Rendering Medical Care to Citizens of the CIS Member States of May 27, 1997 (Republic of Tajikistan, Republic of Belarus, Republic of Uzbekistan, Republic of Kazakhstan, Republic of Armenia, Ukraine, Kyrgyz Republic, Republic of Moldova).

Article 2.  Urgent and emergency care for sudden acute conditions and diseases that threaten a patient's life or health of others, accidents, poisoning, injuries, childbirth, and emergency conditions during pregnancy is provided to citizens without restraint, free of charge and in full range in the territory of the state of temporary stay of a patient by health care institutions (hereinafter – HCI), irrespective of their organizational-legal forms, departmental subordination and forms of their ownership.

From the moment when the threat to a patient's life or health of others has been removed, and he/she can be transported, further medical care is provided on a paid basis.

Article 3. Planned medical care is provided on a paid basis using reciprocal payments on agreed prices and price lists currently in force to citizens in the territory of the state of a patient’s temporary stay.

Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on the procedure of rendering medical care to citizens of the Republic of Belarus at health care institutions of the Russian Federation and to citizens of the Russian Federation at health care institutions of the Republic of Belarus of March 6, 2008

Article 3. Citizens of the Republic of Belarus, permanently residing in the Russian Federation have the same rights as citizens of the Russian Federation to getting medical care, including free treatment at state and municipal health care institutions of the Russian Federation.

Citizens of the Russian Federation permanently residing in the Republic of Belarus have the same rights as citizens of the Republic of Belarus to getting medical care, including free treatment at health care institutions of the Republic of Belarus.

Article 4. Heroes of the Soviet Union and Knights of Honour of the three degrees from the number of citizens of the Republic of Belarus  have the same rights as citizens of the Russian Federation to getting medical care, including free treatment at state and municipal health care institutions of the Russian Federation.

Heroes of the Soviet Union and Knights of Honour of the three degrees from the number of citizens of the Russian Federation  have the same rights as citizens of the Republic of Belarus to getting medical care, including free treatment at health care institutions of the Republic of Belarus.

Article 5. Citizens of the Republic of Belarus, temporarily staying and temporarily residing in the Russian Federation have the same rights as citizens of the Russian Federation to getting  emergency medical care and medical care in case they have diseases that pose a danger to others during their stay in the Russian Federation.

Citizens of the Russian Federation, temporarily residing in the Republic of Belarus have the same rights as citizens of the Republic of Belarus to getting emergency medical care and medical care in case they have diseases socially dangerous diseases during their stay in the Republic of Belarus.

Article 6. Citizens of the Republic of Belarus, temporarily staying and temporarily residing in the Russian Federation and working at institutions (organizations) of the Russian Federation on labor contracts, have the same rights as citizens of the Russian Federation, working at these institutions (organizations), to getting medical care at state and municipal health care institutions of the Russian Federation.

Citizens of the Russian Federation, temporarily residing in the Republic of Belarus and working at organizations of the Republic of Belarus on labor contracts, have the same rights as citizens of the Republic of Belarus, working at these organizations, to getting medical care at state health care institutions of the Republic of Belarus.

Article 7. Citizens of the Republic of Belarus have the right to getting medical care at state and municipal health care institutions of the Russian Federation at the expense of:

the federal budget of the Russian Federation, budgets of the Russian Federation entities, municipal budgets of the Russian Federation in cases stipulated by Articles 3 - 6 of this Agreement;

funds of the compulsory health insurance in accordance with the legislation of the Russian Federation;

personal funds of citizens and other sources not prohibited by the legislation of the Russian Federation.

Citizens of the Russian Federation have the right to getting medical care at health care institutions of the Republic of Belarus at the expense of:

republican and local budgets of the Republic of Belarus in cases specified in Articles 3-6 of this Agreement;

funds of the voluntary health insurance, personal funds of citizens and other sources not prohibited by the legislation of the Republic of Belarus.

The procedure and conditions for compulsory health insurance of foreign citizens and stateless persons, temporarily staying or temporarily residing in the Republic of Belarus, is defined by the  Decree of the President of the Republic of Belarus "On Insurance Activity" of August 25, 2006 No 530.
