Characteristic of the State Scientific and Technical Programme "New Technologies of Diagnostics and Treatment

The development and introduction of the new and improvement of the existing methods of diagnosis, treatment and prevention of cardiovascular, therapeutic, surgical, oncological diseases, creation of the new import-substituting medical devices (implants, diagnostic kits, tools).
Period of realization: 2011-2015.
The programme consists of 4 sub-programmes: "Heart and Blood Vessels", "Surgery”, “Oncology”, “Transplantology and Regenerative Medicine".

Sub-programme "Heart and Blood Vessels"
 
Parent organization-executor: Republican Scientific and Practical Center of Cardiology.
The purpose of the sub-programme: to develop the effective and economically feasible methods of diagnostic technologies, treatment, rehabilitation and prevention of the diseases of the circulatory system.
The economic and social significance of the sub-programme will be evaluated by the number of lives saved at the health care institutions, where the developed methods have been applied, and by the subsequent reducing costs and losses of the state because of cardiovascular diseases.
The realization of the sub-programme and introduction of the results into practical public health will make it possible to reduce a ratio of mortality from the diseases of the circulatory system by 2.0%, mortality from acute myocardial infarction by 1.5% as compared with the year 2009.
A total of 9 institutions are involved in the realization of the sub-programme “Heart and Blood Vessels”.
 
Sub-programme "Surgery"
 
Parent organization-executor: Republican Scientific and Practical Center of Traumatology and Orthopedics.
The purpose of the sub-programme: to develop and introduce into clinical practice medical technologies for diagnosis and treatment of surgical patients as well as articles of medical equipment for the performance of these technologies.
The economic and social significance of the sub-programme is to get economically and socially feasible, competitive and protectable medical technologies, medical devices and tools aimed at the improvement of treatment outcomes and at the decrease of likelihood for the complications, working losses and disability in patients with surgical pathology; to create the research and practical basis for the preparation and manufacturing application of the development works.
A total of 9 institutions are involved in the realization of the sub-programme “Surgery”.
 
Sub-programme ”Oncology”
 
Parent organization-executor: N.N. Alexandrov National Cancer Centre of Belarus
The purpose of the sub-programme: to develop new methods of cancer and pre-cancer diagnosis and effective treatment; to increase survival rates and quality of life, as well as to further raise the percentage of patients returning to work due to rehabilitation measures.
The economic and social significance of the sub-programme will make it possible to increase the gap between cancer incidence-rates and death-rates as well as to reduce the severity of disability.
The realization of the sub-programme and implementation of the results into practical public health will help to reduce a ratio of cancer death-rates and cancer incidence-rates, including in children by 5%.
A total of 13 institutions are involved in the realization of the sub-programme “Oncology”.
 
Sub-programme "Transplantology and Regenerative Medicine"
 
Parent organization-executor: Belarusian Research and Production Center for Hematology and Transfusiology
The purpose of the sub-programme: to increase the effectiveness of medical technologies on the basis of organ and tissue transplantation, cell therapy of the major human diseases.
The economic and social significance of the sub-programme : development of domestic technologies of obtaining a transplant on the basis of stem cells and its application in the clinic; transplantation of stem cells, aimed at maintaining the function of the affected organ, will give the patients a chance to wait for a required organ transplant and to implement it or to manage without an organ transplant; rendering export medical services through the development and implementation of domestic technologies on the organ transplantation, transplantation of stem cells in vitro; stimulation of the regenerative processes at the stage of hospital treatment of the somatic patients, reduction of the cost for rehospitalization of patients for inpatient treatment.
The implementation of the sub-programme will increase the effectiveness of treatment of the patients with kidney, liver, heart and lungs transplants by improving the quality of the transplant and monitoring of the health status of the recipient before and after transplantation, to develop the new and effective methods on dermatoplasty; to develop and introduce into clinical practice methods for the combined use of hematopoietic and mesenchymal stem cells in patients with hematological cancer (in adults and children); to develop and introduce into clinical practice technologies on the use of mesenchymal stem cells for treatment of the diseases of bone and cartilage pathology; to develop new methods of cell therapy for inflammatory-degenerative diseases of the central nervous system; to enhance the inpatient treatment of the patients.
The implementation of the sub-programme will make the procedure on transplantation available for the population.
A total of 18 institutions are involved in the implementation of the sub-programme “Transplantology and Regenerative Medicine" for 2011-2015.
