The Science Department, which is an independent unit of the Ministry of Health, directly manages research activities within the health care system of Belarus.

Our key responsibilities:

• providing organizational and technical support to research institutions subordinate to the Ministry and supervising councils of research organizations;
• developing draft regulations on the research, technical and innovative activities of research institutions and higher educational establishments subordinate to the Ministry of Health;
• determining the priority areas of activity and formulating health care development targets together with research institutions and higher educational establishments subordinate to the Ministry;
• formulating the academic research and development programme in key areas of health care development that answers the needs of practice-oriented health care in collaboration with the Department of Organization of Medical Care and research institutions subordinate to the Ministry;
• planning, providing expert review for and financing scientific projects and monitoring their delivery;
• reporting on and supervising the delivery of the innovative development programme for the health care sector of the Republic of Belarus, fundamental and applied scientific research programmes, state and sector-oriented research and development programmes, etc. to support the activities of the Ministry of Health as well as innovative research and development projects in health care;
• supervising the delivery of health care activities on the State Chernobyl Recovery programmes;
• ensuring international cooperation on research and development and providing control in the field;
• supporting the Committee on Medical Treatment Methods;
• supervising the employment and attestation of academic personnel at research institutions and higher educational establishments subordinate to the Ministry, as well as compliance of the research institution structure with the set requirements;
• formulating annual and long-term admission plans for postgraduate and doctoral studies at institutions subordinate to the Ministry of Health that train top academic personnel;
• supervising the training of top academic personnel in the course of postgraduate and doctoral studies and applications to research organizations and universities subordinate to the Ministry of Health;
• managing the preparation of specialty descriptions and Candidate's Degree qualification examination programmes using the Belarusian nomenclature of academic specialties and submitting them for the approval of the Higher Attestation Commission of the Republic of Belarus;
• planning and supervising scientific events (conferences, meetings, etc.) and exhibitions in the field of health care and pharmaceutics;
• engaging in organizational activities, preparing documentation on the establishment, reorganization and dissolution of research institutions subordinate to the Ministry;
• managing the Academic Medical Council of the Ministry of Health;
• ensuring rational spending on the "Science" branch;
• reviewing appeals from public bodies, legal entities and individuals on the issues within our competence;
• delivering other functions under the legislation of the Republic of Belarus.
