Our key responsibilities:

  • coordinating the work of the MOH organizations on procurement of medical equipment and supplies, their registration, standardization and quality assurance and provision (Law of the Republic of Belarus d/d June 18, 1993 No. 2435-XII "On Health Care", Decree of the President of the Republic of Belarus d/d November 17, 2008 No. 618 "On State Procurement in the Republic of Belarus", Resolution of the Council of Ministers of the Republic of Belarus d/d September 2, 2008 No. 1269 "On Approval of the Regulation on State (Re-)Registration of Medicinal Products and Pharmaceutical Substances and the Regulation on the State (Re-)Registration of Medical Equipment and Supplies";
  • technical and advisory support of the MOH organizations on the issues of procurement and provision of medical equipment and supplies;
  • communicating the health care development targets to the health care departments of the regional administration, the health care panel of Minsk City Executive Committee and organizations of republican subordination;
  • developing draft regulations and other legal acts on the issues within our competence.

In line with our responsibilities, we perform the following functions:

  • consolidating the legislation application practices by the areas of activity, developing draft regulatory and other legal acts on the issues within our competence;
  • studying, analysing and determining patterns and dynamics of the work of the MOH organizations, preparing proposals on the health care development strategy and priority areas on the issues within our competence;
  • developing and submitting proposals within our competence to the MOH management to be reviewed by the Ministry panel and preparing the panel’s draft resolutions;
  • developing integrated programmes on the provision of medical equipment and supplies to the MOH organizations;
  • in cooperation with the Department on Health Protection in Emergencies, holding meetings on the acceptance, distribution, quality assurance and rational use of the medical equipment and supplies received through humanitarian aid;
  • submitting proposals on the procurement of medical equipment and supplies, preparing and holding tenders;
  • developing and coordinating the medical equipment production programmes at Belarusian enterprises (Resolution of the Council of Ministers of the Republic of Belarus d/d February 28, 2006 No. 300 "On Measures on the Start of the Production of Sanitary and Hygienic and Other Disposable Products in the Country", Resolution of the Council of Ministers of the Republic of Belarus d/d 30.03.2006 No. 431 (revised 11.06.2009) "On the State Programme for Developing and Producing Medical Equipment and Supplies in the Republic of Belarus for 2006-2010 (Belmedtekhnika)";
  • together with the MOH units and organizations, reviewing credit projects and credit line projects for the delivery of medical equipment to Belarus;
  • drafting prospective (year by year) plans to provide health care organizations with medical equipment and on its renovation;
  • overseeing the procurement and use of medical equipment and supplies by the organizations subordinate to the Ministry;
  • together with the Department of Medical Care, collecting and consolidating data on new treatment methods based on the latest breakthroughs in medical equipment;
  • in cooperation with the Department of Foreign Affairs, reviewing and consolidating foreign practices on standardization, registration, certification and quality assurance of medical equipment and supplies;
  • supporting events hosted by Belarus on knowledge sharing through the WHO and other international forums as well on the development of relevant agreements on the issues within our competence;
  • arranging the activities of the subordinate bodies on expert review of materials and documents on quality assurance, standardization, registration and certification of medical equipment and supplies, attestation of bases for medical equipment and supplies testing (in cooperation with the authorized bodies);
  • preparing and submitting draft agenda of the meetings of the MOH committee on priority procurement;
  • conducting expert review of standards, regulations and specifications within our competence and submitting them for approval;
  • cooperating with the Department of Science and Department of Health Care on the expert review of specifications of medical equipment and supplies, medico-technical requirements, and the results of research and development;
  • supervising the MOH Metrological Service (Order of the Ministry of Health of the Republic of Belarus d/d November 29, 1996 No. 255 "On Approval and Implementation of the Regulation on the Metrological Service of Health Care Organizations of the Republic of Belarus";
  • supervising the updates of regulatory and reference materials, international, sector-oriented and local classifications, unified documentation systems falling within our jurisdiction;
  • developing draft regulatory and other legal acts falling within our jurisdiction;
  • reviewing individuals' and legal entities' appeals on the issues within our competence;
  • conducting departmental inspections of subordinate enterprises and organizations of the MOH system for compliance with the legislation on procurement and rational use of medical equipment and supplies.
