First-Half Results: Accountability for Outcomes and Proactive Work

On August 25, a meeting of the Board of the Ministry of Health was held at the Institute for Advanced Training and Retraining of Healthcare Personnel of BSMU, devoted to the results of the sector's work in the first half of 2026 and current tasks ahead.

The meeting was attended by members of the Board, members of parliament, heads of the main health departments of the regional executive committees and the Chairman of the Health Committee of the Minsk City Executive Committee, heads of the Ministry of Health's structural units, directors of republican scientific and practical centers and other institutions, chief physicians of interdistrict centers and regional hospitals, heads of pharmaceutical companies, and other specialists. Irina Abelskaya, Chief Physician of the Republican Clinical Medical Center of the Administration of the President of the Republic of Belarus, also took part in the Board meeting.

The focus was on meeting medical care targets, digitalization, staffing, financing, and sanitary and epidemiological well-being.

Everyone Is Accountable for the Common Result

Opening the meeting, Minister of Health Alexander Khodzhaev stressed:

“I would like this Board meeting to become a turning point for all of us, so that we do not just formally sum up the results, but ask questions and put forward proposals for achieving the goals of our country's socio-economic development program. Everyone must feel personally responsible for the result.”

Medical Care: Stability, Digitalization, Areas for Growth The main report was delivered by First Deputy Minister of Health Elena Bogdan.

Key points:

  • digitalization is a priority that will provide the most reliable information for analyzing the situation in the sector;
  • stepping up the detection and treatment of patients with non-communicable diseases;
  • training seminars for primary care;
  • handling citizens' appeals, which requires improved quality at the local level;
  • training and retraining of ultrasound specialists;
  • provision of medicines.

Accreditation and Staffing: New Approaches

Deputy Minister of Health Boris Androsyuk presented proposals on the accreditation of medical institutions and staffing.

Special attention is paid to young specialists: monitoring their provision with housing, assigning mentors, and supporting them in their first jobs.

 “Approaches to quality control and the procedure for medical accreditation are currently being revised. Financial levers applied to non-accredited organizations are to be replaced with administrative and managerial ones,” the Deputy Minister noted.

Financing and Infrastructure

Deputy Minister of Health Alexander Starovoitov reported on the sector's financial stability.

Stable financing was ensured in the first half of the year, and the average salary in healthcare rose by 15%. By the end of 2026, the number of managers of all categories and their deputies will be brought into line with legal requirements.

Sanitary and Epidemiological Situation

Deputy Minister of Health – Chief State Sanitary Doctor Svetlana Nechai reported on the situation in the country.

The sanitary and epidemiological situation remains stable and under control.

  • Infectious disease incidence in the first half of the year was 5% lower than in the same period last year.
  • The downward trend in viral hepatitis A incidence has been maintained.
  • Measles incidence remains at the level of sporadic cases.
  • The sanitary and epidemiological service is actively preparing for the flu vaccination season.
