Resolution of the Ministry of Health of the Republic of Belarus No. 59 of May 26, 2026 “On the Procedure for Organizing and Conducting Medical Rehabilitation and Medical Habilitation” (officially published on September 3, 2026) approved the Instruction on the Procedure for Organizing and Conducting Medical Rehabilitation and Medical Habilitation (hereinafter, the Instruction). The Instruction establishes the procedure for organizing and conducting medical rehabilitation and medical habilitation in outpatient and inpatient settings, in day care units, and outside healthcare organizations (at the patient's place of residence or stay) for patients under 18 and aged 18 and over.

The appendices to the Instruction set out:

the list of diagnostic scales, tests and questionnaires used in medical rehabilitation and medical habilitation;

the list of medical indications and medical contraindications for referring patients aged 18 and over for medical rehabilitation and medical habilitation;

the list of medical indications and medical contraindications for referring patients under 18 for medical rehabilitation and medical habilitation;

the list of general medical contraindications to medical rehabilitation and medical habilitation;

the form of the examination record of the multidisciplinary rehabilitation team;

the form of the register of patients for whom an individual medical rehabilitation and medical habilitation program is drawn up.

Overall, the procedure for medical rehabilitation and medical habilitation will not change compared to the current one. The Instruction defines the procedure for medical rehabilitation and medical habilitation at the following stages: treatment and rehabilitation, early, late (repeated), and outpatient.

Under the Instruction, the outpatient stage of medical rehabilitation and medical habilitation includes activities both at outpatient healthcare organizations and at the patient's home.

The lists of medical indications and medical contraindications for medical rehabilitation and medical habilitation at various stages have been updated to reflect the structure of primary disability among adults and children.

Orders of the Ministry of Health of the Republic of Belarus
No. 1141 of September 1, 2022 and No. 1735 of December 31, 2024 “On the Procedure for Organizing and Conducting Medical Rehabilitation and Medical Habilitation”, which set the procedure for medical rehabilitation and medical habilitation of patients aged 18 and over and of persons under 18, respectively, will be repealed.

Model equipment lists for rooms and units providing medical rehabilitation with medical devices and other products in outpatient and inpatient settings will be approved by the relevant orders of the Ministry of Health.
